Rumble U
These figures are part of a game named Pokémon Rumble U on the Nintendo Wii U. Inside their bases they have a special chip, called an NFC chip, which you can use to connect to the game using the Wii U GamePad. The game was released through the Nintendo eShop on April 24th in Japan, following a release in Europe and America respectively on the 15th and 29th of August.
I've bought these figures in Japan. They were distributed through Gacha machines and they came in a special capsule. Each series came with a hidden 7th figure. Japan also had some promo figures.
As part of the series I've also bot a Lunch Box which can cary 7 figures. It aslo includes some stickers.
